Administrative Analyst Trainee 1

For appointment to the Administrative Analyst Trainee 1, equated to SG-14, you must have:

  • A Bachelor’s or higher degree
Administrative Analyst Trainee 2

For appointment to the Administrative Analyst Trainee 2, equated to SG-16, you must have:

  • A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Senior Administrative Analyst SG-18

For appointment to a Senior Administrative Analyst SG-18, you must have:

  • A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Competitive Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.

Transfer:

For 52.6 and/or 70.1 transfer to a Senior Administrative Analyst, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Traineeship salary information:

The position may be filled at the Administrative Analyst Trainee 1 equated to SG-14 ($52,198), Administrative Analyst Trainee 2 equated to SG-16 ($58,247), or full performance Senior Administrative Analyst SG-18 ($$65,001) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Senior Administrative Analyst  SG-18 following successful completion of the traineeship.  

Duties

Administrative Support for SGA Applications: Management of SGA seating reservations for field staff, including maintenance of available cube inventory at 110 State Street and 59 Maiden Lane, implementation of monthly reservation spreadsheets, answering staff questions about cubicle reservations, and escalating staff issues to management. Maintenance of SGA location sheet, including updating staff schedules, and answering questions about application features. Addressing staff requests for peripheral equipment. Providing support for various other SGA/OSC applications.

 

Office Support Activities: Performs various administrative duties, including but not limited to managing various business mailboxes, help develop infographics for audit reports, etc. Develop and implement a records management program for the Admin unit, both electronic and physical. Reviews equipment and spaces needs and prepares space utilization plans for Albany Office.

 

Performs Staff Services for Executive Staff and Program Managers: Conducts special studies and research about issues/programs and prepares reports and recommendations. Reviews and maintains SGA policies and procedures, ensuring they are available for and sent to affected staff/units as needed. Analyze data and prepare reports on Division performance using data from SGA’s Project Tracking System. Reports address issues such as time in field work, report processing time, and cost savings.  Monitor accuracy of data to ensure to ensure analysis are accurate and complete. Prepare reports on outstanding agency responses and problems identified in the audit log report and division compliance with mandated audits. Assist with monitoring staffing levels and ratios to facilitate staffing decisions. Supervise the SGA evaluation process.

 

Purchasing of Goods and Services: Responsible for the purchase of goods and services in SGA’S Albany Office, either with P-card or Purchase Request. Locates sources for goods and services. Prepares cost/benefit analysis of goods and services.

 

Supervise Clerical Staff: Supervise Administrative Services support staff in Albany by performing the full range of supervisory activities, such as: preparation of performance plans and evaluations; providing guidance and support to clerical staff as needed; etc. Manage staff work schedules, telecommuting, and workload and assignments to ensure adequate coverage to complete team assignments. Manages the development of staffs’ knowledge and skills by creating training plans, cross training, and on-the-job training.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
